I.Confirmed Case/Close Contact/Reporting

Q1-1 What will the University do for confirmed cases?

A1-1

  1. Activation:
    (1)After the Division of Health Service is notified of a confirmed case, the investigation starts.

    (2)According to the guidelines from the Ministry of Education (MOE) released on April 25th, mild cases should return home for Home Care as a principle. Exceptions are allowed to stay at school (referring to the international students or overseas Chinese students who do not have off-campus residence.)

    (3)The Division of Health Service informs the confirmed case to return home for Home Care; the individual should be picked up by a family member by car and should not take public transportations. Alternatively, the individual may be assigned to a Government Quarantine Facility by the Public Health Bureau. Confirmed cases who are unable to return home immediately will be transferred to the University's “one person per room” Epidemic-prevention Dormitory as soon as possible.

    (4)The registered nurses of the Division of Health Service will provide precautions for Home Care. Confirmed cases should report their health condition using the "NTHU Division of Health Service Survey on Epidemics" daily: https://reurl.cc/qO2M7D, and should not return to school and physical classes until the end of 7 days of Home Care + 7 days of Self-health Management.
  2. Courses and leave of absence:

After the semester starts, those who are required to go into isolation, quarantine, Self-health Management, or Self-initiated Epidemic Prevention Period and have registered in the "NTHU Division of Health Service Survey on Epidemics," the following plans apply:
(1)Students are requested to notify their teachers by email for  pandemic leave and discuss issues such as course content and self-learning methods. The Division of Curriculum will continue to update records on the roll provided by the Division of Health Service according to the student's Home Quarantine and Home Isolation situation. Teachers are also advised to review the course roll and make arrangements for students who are unable to attend class due to the pandemic (providing audio and video or assigning teaching assistants to make follow-up lessons and supplementary lessons).

(2)For students who are unable to participate in the entire course or in assessments due to the student's pandemic leave, the teacher may adjust the grade evaluation method according to the nature of the subject, and use make-up examinations or other remedial measures to process grades. The make-up examination results will be calculated according to the actual grade.

  1. Housing and cleaning:
    (1)
    The dormitory where the confirmed case lives will be left undisturbed for 2 days before cleaning to protect the cleaning staff from infection.
    (2)The hallways, staircases, bathrooms, and other public areas on the floors where the confirmed cases were located will be disinfected; hard-copy announcements will be posted before and after decontamination to reassure students.
  1. Personnel:

Personnel of the University who are diagnosed as confirmed cases should apply for "official leave" in the NTHU Attendance Management Registration System according to the University's "Regulations on Leave for Faculty and Staff During the COVID-19 Disease Prevention Period", with relevant supporting documents such as the notice for isolation and treatment.

Q1-2 What are the University's advice and actions for people who have had close contact with confirmed cases?

  1. Activation:

    The registered nurses of the Division of Health Service will provide precautions for Home Isolation. Individuals in Home Isolation should report their health condition using the "NTHU Division of Health Service Survey on Epidemics" daily: https://reurl.cc/qO2M7D, and should not return to school and physical classes until the end of the 3-day Home Isolation + 4-day Self-initiated Epidemic Prevention Period.. Starting from the 8th day, the individual can return to school if tested negative with rapid test.

If close contacts are in separate dorms from confirmed cases, the roommates of the close contacts should disinfect the dorm themselves,[AW1]  and they may ask the Division of Student Housing for diluted bleach solution with the recommended ratio prepared on that day.

  1. Personnel:
    (1)
    Personnel of the University who are in Home Isolation should apply for "pandemic leave” or “isolation leave" in the NTHU Attendance Management Registration System according to the University's "Regulations on Leave for Faculty and Staff During the COVID-19 Disease Prevention Period", with relevant supporting documents such as the notice for isolation.
    (2)Those who are in Self-initiated Epidemic Prevention Period orSelf-health Management should not come to school and may apply for work from home; they may also take paid annual leave, compensatory leave for overtime, or other types of leaves.

    (3)During the self-health monitoring period, the individual should not go to school for 3 days as a principle. During this period, employees can ask for leave or apply for work from home. If the employee experiences fever, abnormal smell/taste, diarrhea or respiratory symptoms after the 3 days, the individual should ask for leave or apply for an extension of work from home. Only if the employee does not experience the symptoms mentioned above should he/she return to school for work.

    (4)The health management level and management period are based on the actual listing notice of Public Health Bureau..

    (5)To apply for work from home, employees are requested to fill out the "National Tsing Hua University Application Form for Work from Home in Response to the Pandemic". After approved by the supervisor of the first-level unit, the application should be sent to the Office of Personnel.

Q1-3 What should I do if I receive a notification from the hospital or receive a positive PCR result on the NHI app and I live in a dormitory or rental apartment, but have not yet received a notification from the Public Health Bureau?

  1. Please stay where you are and do not move. Immediately notify the Division of Health Service at 03-5743000 (weekdays) or the Division of Student Assistance at 03-5711814 (24 hours).
  2. Recently, the number of confirmed cases increased rapidly. In order to speed up the investigation, please complete the Disease Investigation Form (file attached) within 8 hours, and notify your close contacts so that they can start Home Isolation.
  3. Students living in dormitories should pack their luggage and inform their family members to pick them up (open the car windows during the entire trip). If unable to return home on the same day, the individual will be assigned to the “one person per room” Epidemic-prevention Dormitory in the University and wait until it is possible for them to return home, or be assigned to a Government Quarantine Facility by the Public Health Bureau
  4. Renters who meet the requirements for “one-person per room” Home Care may stay where they are. Those who do not meet the requirements can ask family members to take them home or isolate at a suitable place.

Q1-4 The CDC has canceled the real-name registration system for contact tracing. Why does the school still require people to scan the QR-Code for entering places? Isn’t it going against the CDC director’s decision?

  1. Due to the continual upsurge in COVID cases recently, the original 1922 SMS system for contact tracing is no longer sufficient. Therefore, the Central Epidemic Command Center (CECC) canceled the 1922 real-name registration system on April 27, 2022.
  2. To reduce the burden of local health administration units, the MOE asks schools to assist health administration units in follow-up disease investigation; schools are required to provide a list of confirmed cases and close contacts. Therefore, it is recommended that all units, faculty, staff, and students maintain the use of the on-campus QR-Code real-name registration system for contact tracing in order to quickly keep the roster of relevant personnel up to date and to be able to provide it when needed.

Q1-5 Repeating the input every time I scan the QR-Code is tedious. What should I do?

Q1-6 How is someone identified as a “close contact”?
During the period starting from 2 days prior to the symptoms onset (the day received positive PCR test result if there are no symptoms) to the date the confirmed case is isolated, from May 8, friends and family living together are listed as close contacts. Students living in school dormitories as roommates are treated the same as friends and family living together and listed as close contacts. If there are confirmed cases in general classes of colleges and universities, teachers and students will not be listed as close contacts.

Q1-7 If I am a confirmed case, do I need to tell my advisor, family members, and classmates? In addition, how do I report it?

A1-7 After being notified of the positive diagnosis by the hospital or the Public Health Bureau, immediately notify the Division of Health Service at 03-5743000 (work hours 08:00-17:00 on Monday – Friday) or the Division of Student Assistance at 03-5711814 (24 hours). The Communicable Disease Control Act stipulates cooperation with the disease investigation and actively notify the close contacts.

Q1-9 What should I do if I am uncomfortable and have symptoms?

A1-9

  1. Those who have respiratory symptoms such as fever, cough, or runny nose should wear a medical mask and seek medical treatments as soon as possible. Public transportation is prohibited. When seeking medical treatments, actively provide contact and travel history, and follow the doctor's instructions to conduct rapid test and comply to treatments after returning home.
  2. If the rapid test is positive or a PCR test is being carried out, stay in place and immediately notify the Division of Health Service (weekdays) or the Division of Student Assistance (24 hours) to facilitate the University's health management tracking.
  3. Choose a well-ventilated single-person independent space for rapid testing. If there are no suitable environment for rapid testing, contact the Division of Health Service (weekdays) or the Division of Student Assistance (24 hours) for assistance.

Q1-10 I have registered in the Academic Information System and have gone to the Health Care System to fill in the "NTHU Division of Health Service Survey on Epidemics". Do I have to call the Division of Health Service (weekdays) or the Division of Student Assistance (24 hours) after completing the form?

A1-10 In order to facilitate the tracking and management performed by the nurses of the Division of Health Service, all teachers and students of the school are requested to report using the "NTHU Division of Health Service Survey on Epidemics". At the same time, the Division of Health Service may receive a large amount of data. So, if you have serious symptoms or are suspected of having COVID, contact the division and notify them by phone.

Q1-11 Does the University have a single window for announcing information to the public?

A1-11 At present, the University's pandemic response task force is responsible for releasing information to the public. All relevant information will be announced on the Disease Prevention Section of the University's website.

II.Courses

Q2-1 Is there synchronous/asynchronous remote study for classes with current confirmed cases? Does the University have regulations requiring professors to record videos after classes are suspended?

A2-1 During the period when the confirmed students are unable to attend the University, the Division of Curriculum will mark the students' course status on the list according to the list of the " Survey on Epidemics" and mark "pandemic leave and Self-health Management" on the list. Teachers are requested to provide remote learning—synchronous or non-synchronous (with the consent of the teacher, the teaching assistant will upload the video file to the University's digital learning platform within one week after the course, which is provided only for students to watch the course online), and students are also requested to take the initiative to communicate with the teacher and discuss issues such as course content and self-learning methods.

Q2-2 If the spread is calculated based on the current pandemic situation, within 16-18 weeks, if the University reaches a certain number of cases or classes are suspended, can the Office of Academic Affairs require certain courses to implement online/remote examinations? Based on experience, there are still professors who will insist on physical examinations; it is considered whether to provide guidance based on last year as the basis for academic affairs.

A2-2 Remote examinations have many uncertainties and fairness is difficult to maintain. Therefore, the Office of Academic Affairs recommends continuing to conduct physical exams in principle. If the whole class is unable to take the physical examination due to the suspension of the physical course, diverse online assessments can be used considering the nature of the course in addition to taking the physical examination at a scheduled time.

Q2-3 Why do students need to contact their professors when they receive a notice from the University for online classes? Can the University assist?

In accordance with the University's "Flexible Learning Program in Response to the COVID-19 Pandemic":

  1. Teachers: The Division of Curriculum will continue to keep records on the checklist provided by the Division of Health Service according to the student's Home Quarantine and Home Isolation situation. Teachers are also advised to review the course list and make arrangements for students who are unable to attend classes due to the pandemic (uploading audio and video files or assigning teaching assistants to make follow-up lessons and supplementary lessons).
  2. Students: Considering the differences between the teaching arrangements of individual courses and the date of the pandemic leave recorded on the checklist, students are requested to pay attention to the University's notice and immediately contact teachers by email or over the course’s learning platform for follow-up study arrangements after receiving the notice.

Q2-4 When I am confirmed and admitted to the hospital for treatment, how do I ask for leave?

A2-4 According to Article 32 of the NTHU Regulations: A student who is unable to attend a class for some reason must ask the teacher for leave in advance. However, in special circumstances, a supplementary application may be made after inspection of supporting documentation. Those requesting sick leave for more than three days must be certified by an University doctor or a public hospital. A student who is unable to attend classes due to the pandemic should use the "Course Selection Information and Instructor Contact" function on the Academic Information System to explain the situation to the teacher in an email. If the student is unable to attend class due to hospitalization and cannot ask for leave on his/her own, that student can also contact the office of the respective department and ask the department to help explain the situation to the respective teacher.

Q2-5 Are there any remedial measures (such as make-up examinations) for exams during home isolation?

A2-5 In accordance with the University's "Flexible Learning Program in Response to the COVID-19 Pandemic": For students from any department who are unable to participate in the entire course or in assessments due to the student's pandemic leave, the teacher may adjust the grade evaluation method according to the nature of the subject, and use make-up examinations or other remedial measures to process grades; the make-up examination results will be calculated according to the actual grade.

Q2-6 Can students remain in University dormitories if they receive a notice of three-day pandemic leave?

A2-6 Students should not go to the classrooms of their courses; they should stay in the dormitory or return home. After receiving the notification, the student can immediately use email or the course learning platform to contact the teacher for follow-up study arrangements.

III. Home Isolation/Home Quarantine/Self-health Management/Self-initiated Epidemic Prevention Period

Q3-1 How do I know that I am in Home Isolation?

A3-1

  1. After the Public Health Bureau investigates confirmed cases, close contacts are listed for Home Isolation.
  2. The school's Division of Health Service assists the Public Health Bureau in the pandemic investigation. After receiving a notification of a confirmed case, the Division of Health Service will initiate the investigation and will as quickly as possible complete the list according to the definition of “close contact”; it will then provide the list to the Public Health Bureau of Hsinchu City for confirmation and listing for Home Isolation. The Bureau will then send a Home Isolation notice. The notice form may be made in print or text message electronic file, in accordance with the county or city health units. Conduct Home Isolation and Self-initiated Epidemic Prevention Period.
  3. There are a large number of confirmed cases, so the time for issuing a notice is uncertain. However, if you receive a phone call from the University's Division of Health Service informing you that you are a close contact, isolate yourself in accordance with the Home Isolation regulations.

Q3-2 When do I need to conduct Self-health Monitoring?

A3-2

  1. The Division of Health Service will investigate the contacts of the confirmed cases (classmates, club members, roommates in the same dormitory, shared meals, etc.); if they are not close contacts, they only need to conduct Self-health Monitoring. In addition, due to the possibility of false negatives from rapid testing, it is still advised to monitor your health.
  2. According to the precautions for "Self-health Monitoring" announced by the CDC, it is not advisable to go to crowded places during the Self-health Monitoring period. If you need to go out, you should wear a surgical mask, wash your hands frequently, and implement respiratory hygiene and cough etiquette; avoid group activities; if you need to eat, it is recommended to return to your accommodations before eating, and maintain the habit of washing hands before meals.
  3. During Self-health Monitoring, body temperature should be measured every morning and evening. If symptoms such as fever, upper respiratory tract symptoms, diarrhea, or abnormal sense of smell or taste are experienced, the individual should wear a surgical mask, seek medical treatment as soon as possible, and not take public transportation; also, actively notify the Division of Health Service 03-5743000 (work hours 08:00-17:00 on Monday – Friday) or the Division of Student Assistance 03-5711814 (24 hours).

Q3-3 Some students recently received a notice to return home, but then they received a message that the original message was incorrect. After a while, they received a notice to suspend physical classes and monitor their health again. I would like to ask the University why this happened?

A3-3 Because a classmate on a certain floor of a certain restaurant was a confirmed case, it is considered that the activity range of close contacts may also include other floors. In order to prepare for infection risk control, the time difference during the investigation resulted in inconsistent information releases. In response to this incident, the University has established a mechanism to release disease prevention information to the outside world in the future.

Q3-4 If a student has attended a class with a confirmed case (for example, two students sitting next to each other), should the student undergo Self-health Monitoring or Home Isolation? Should the student go home immediately or continue to live in the dorm? If the student hears that he/she has been in close contact with a confirmed case after entering the dormitory, should other roommates in the dorm also conduct Self-health Monitoring? If those roommates have returned home and have not been in contact with the classmate who was in close contact with the confirmed case, should their roommates not return to the dormitory for the time being? Will the University disinfect the dormitories or rooms where the confirmed cases or those in close contact with the confirmed cases lived?

  1. If there are students who have been in the same class as the confirmed case, the students should conduct Self-health Monitoring.
  2. Close contacts should go home for Home Isolation. After the Division of Health Service makes a disease investigation of the confirmed cases, the Division of Health Service will provide the results of the investigation and the list to the Public Health Bureau of Hsinchu City. According to the guidelines from the Ministry of Education on April 25th, individuals in Home Isolation and mild cases should return home for Home Care; Exceptions are allowed to stay at school (referring to the international students or overseas Chinese students who do not have off-campus residence.)
  3. If a student hears that he/she has been in close contact with a confirmed case after entering the dormitory. Other roommates do not need to panic and should conduct Self-health Monitoring.
  1. If having returned home without coming into contact with the roommate who was in close contact with the confirmed case, the student should wait for 2 days for cleaning before returning to the dormitory. Still, the student should pay attention to his/her health.
  2. The dormitory where the confirmed case lives will be closed and left undisturbed for 2 days before cleaning to protect the cleaning staff from infection. The hallways, staircases, bathrooms, and other public areas will be disinfected on the floors where the confirmed cases were located.
  3. If close contacts are in separate dorms from confirmed cases, the roommates of the close contacts should disinfect the dorm themselves, and they may ask the Division of Student Housing for diluted bleach solution.

Q3-5 Do the confirmed cases still need to conduct Self-health Management when they return to school after recovery?

A3-5 After the confirmed cases are released from isolation and treatment, they need to carry out Self-health Management for 7 days.

Q3-6 If someone in the office is diagnosed and has to return home for isolation, how will work connections be handled?

A3-6

  1. Each unit should understand the health status of its employees and arrange a roster of work substitutes, take stock of core and deferred services, and distinguish the nature of business among “urgent”, “non-urgent but still needs to be handled,” and “non-urgent matters that can be deferred”.   2. During Home Isolation, employees may take pandemic or isolation leave; during Self-initiated Epidemic Prevention Period, employees can take leave or apply for work from home. Work connections during the leave period should be supported by the unit’s work substitute. If the employee applies for work from home but some of the business of the employee needs to be processed on paper, the employee must still request assist from staff in office in handling.

IV. Dormitory and clearing

Q4-1 Some students have said that there were confirmed cases in the dormitory they lived in. Why did they not receive any notification? The head of the dormitory even stated that the head of the dormitory never received any relevant information. How does the University choose who to notify?

A4-1 According to Article 10 of the Communicable Disease Control Act: “Government organizations, medical institutions, medical personnel and others who learn about, by way of their professional practice, information related to patients or suspected patients with communicable diseases such as names, medical records, and medical history shall not disclose such information.” Therefore, information relating to confirmed cases among the teachers and students of the University may not be leaked. The head of the dormitory was not the above-mentioned person, so there was no notice. If there is a confirmed case of a student living in a dormitory of the University, the Division of Health Service will report the information to the relevant disease prevention supervisor and also propose that the Division of Student Housing arrange a temporary Epidemic-prevention Dormitory in order to comply with national regulations. Because the disease investigation process takes time, the University will complete the relevant measures within the time specified by the government.

Q4-2 When close contacts cannot return home due to family problems, can the University provide dormitories for isolation?

  1. According to the guidelines of the Ministry of Education, individuals in Home Isolation and mild cases should return home for Home Care; Exceptions are allowed to stay at school (referring to the international students or overseas Chinese students who do not have off-campus residence.)
  2. There is currently no isolation dormitory at the University. The Dorm Tsing Epidemic-prevention Dormitory provides students with temporary residence as they wait for follow-up arrangements.

Q4-3 Can students living in off-campus rentals not return home when they receive a Home Isolation message?

A4-3 If you rent an apartment off-campus and receive a Home Isolation notice, first notify the Division of Health Service (weekdays) or the Division of Student Assistance (24 hours), and at the same time, confirm whether your rental place complies with the Home Isolation requirements for one person per room. If the requirements are met, you can self-isolate there. If you do not meet the requirements, isolate yourself at home or in a suitable place.

Q4-4 When a confirmed case is found in a student dormitory, how is the relevant living space (including the public bathroom) disinfected? How long does it take?

  1. The dormitory where the confirmed case lives will be closed and left undisturbed for 2 days before cleaning to protect the cleaning staff from infection.
  2. The hallways, bathrooms, staircases, and other public areas will be disinfected on the floors where the confirmed cases were located.
  3. Cleaning time is about 30 minutes, and the disinfectants used are diluted in the required proportions.

Q4-5 Do students living in dormitories have to leave when the student dormitory is disinfected?

A4-5 The disinfection of the dormitory is mainly in the public area. An announcement will be made before and after disinfection. During the 30-minute disinfection of the public area, students can stay in the dorm room.

Q4-6 If a dormitory is used temporarily or for retention, experts from the relevant infectious diseases departments will assist in investigating whether the dormitories can be used following the standards for quarantine hotels in Hsinchu City. In addition, is the current isolation capacity on campus sufficient? After the diagnosis is sent to the hospital for testing, no matter whether the result is positive or negative, will the case be retained in the hospital, quarantine hotel, or brought back home by family? Or back to school dormitories?

  1. Some dormitories are used temporarily for retention, and the current capacity is sufficient. Students would stay in the dormitories from a few hours to a day. Clean-up work will be arranged after the student leaves.
  2. Our school does not yet have an isolation dormitory; contact the Public Health Bureau of Hsinchu City. If the University plans to establish an isolation dormitory, which is similar to a quarantine hotel, it needs to pass the inspection of the Public Health Bureau before it can be officially opened.

Q4-7 How many confirmed cases does it take for a dormitory to be emptied and disinfected?

  1. According to the guidelines from the Ministry of Education on April 25th, mild cases should return home for Home Care; Exceptions are allowed to stay at school (referring to the international students or overseas Chinese students who do not have off-campus residence.) Based on this principle, the University currently has no confirmed cases staying on campus for care. In order to avoid any impact on students’ studies and life during the semester, there is no plan to vacate the dormitories when the number of students confirmed as having COVID exceeds a certain number.
  2. When a student is diagnosed with COVID, the Division of Health Service informs the confirmed case to return home for Home Care; the individual should be picked up by a family member by car and should not take public transportation. Alternatively, the individual may be assigned to a Government Quarantine Facility by the Public Health Bureau Confirmed cases who are unable to return home immediately will be transferred to the University's “one person per room” Epidemic-prevention Dormitory as soon as possible as they wait for follow-up arrangements.
  3. The dormitory where the confirmed case lives will be closed and left undisturbed for 2 days before cleaning to protect the cleaning staff from infection.
  4. The hallways, staircases, bathrooms, and other public areas will be disinfected on the floors where the confirmed cases were located; hard-copy announcements will be posted before and after decontamination to reassure students.
  5. The Ministry of Education invites universities to make preparations for isolation and quarantine dormitories and settlement preparations. The school is currently using the existing Epidemic-prevention Dormitory on the first floors of Dorm Tsing Block A and B and the single rooms on the 10th floor of the Guest House. If current capacity is insufficient in the future, dormitories will be requisitioned following the development of the pandemic if deemed necessary, and independent quarantine dormitories should be used in the planning.

V. Food delivery

Q5-1 Questions about meal deliveries for students residing temporarily in the University's safe dormitory.

  1. Students staying in an Epidemic-prevention Dormitory will, in principle, order their own food (the Division of Health Service will make a notification before the student checks in to the dorm). In special circumstances, students may contact the office of the Division of Student Housing to order on their behalf. However, due to limitations of labor, ordering will not be possible on holidays.
  2. Please arrange for meals to be delivered to Service Center 1/Nanda Service Center, and indicate the Epidemic-prevention Dormitory, dorm room, and student name. Colleagues in the service center will deliver meals to the Epidemic-prevention Dormitory.
  3. Relevant instructions have been announced at each dorm of the Epidemic-prevention Dormitory.

Q5-2 Can students who are in Home Isolation in off-campus rental housing be provided with meal delivery?

A5-2 Students who are in Home Isolation in off-campus rental housing can contact relatives and friends or delivery companies to deliver meals; or they may go to Hsinchu City Home Care Center to apply for delivery services (website: https://www.2021.hccg.gov.tw/about-1 Hsinchu City Home Care Consultation Hotline "Living Care" service line: 03-5266016)

VI. Transportation/subsidy/rapid test

Q6-1 If a student is a close contact but has personal financial problems and cannot support medical expenses, does the University provide assistance? And if so, does the assistance need to be returned?

  1. In response to the COVID-19 pandemic, students who are diagnosed with COVID must be hospitalized; if their families or they as individuals are financially unable to cover the respective medical expenses, they can go to the “NTHU Scholarship System” (https://meo110.wwlc.nthu.edu.tw/) website, submit an application for the "COVID-19 relief grant" to the Division of Student Assistance, and attach the relevant information as follows:
  1. Application form (including self-reported family and financial status).
  2. Transcript of the entire family’s household registration or household registration book.
  3. Other documents that can be used for support (such as Home Isolation SMS, medical receipts, and diagnosis certificate).
  1. The application period is open from May 1 to October 31, 2022.
  2. Students who have been reviewed and qualified will be provided with a relief subsidy of up to NT$50,000; the approved funds do not need to be paid back.
  3. In addition, hospital-related medical expenses can also be claimed under the student insurance policy.

Q6-2 In what situations can I take public transportation? In what situations do I have to be picked up by relatives or friends? When there is no car and I must take a Quarantine Taxi, does the University provide subsidies for the fare?

  1. If you experience symptoms related to COVID-19 during Home Isolation, Home Quarantine, Self-health Management, or Self-initiated Epidemic Prevention Period, do not take public transportation.
  2. If you have been notified by the Public Health Bureau that you are diagnosed with COVID or must conduct Home Isolation, notify your family members to pick you up. The Home Care or isolation location must meet the requirement of one person per room. If you are transported to the isolation location by a car belonging to relatives or friends, the car windows must be kept open for the entire trip; and during the trip, do not stop at rest stops.
  3. Partial subsidies are provided for confirmed cases and students who conduct Home Isolation. Keep the uniform invoices for Quarantine Hotels and Quarantine Taxis (must indicate the University’s uniform invoice number 46804804) to facilitate write-offs.

Q6-3 I am unable to buy a rapid test. Does the University provide rapid tests for free? Paying for a rapid test on one’s own is NT$600. Are there subsidies provided for rapid tests?

  1. The real-name system for rapid tests began to be implemented on April 28th. Use this channel to purchase household rapid test kits.
  2. Recently, there has been an upsurge in COVID-19 cases, and the time of listing by Public Health Bureau has been extended. While advising the avoidance of gatherings on campus, the school has also prepared rapid test kits. These should be used by faculty, staff, and students who have been in close contact with confirmed cases in dormitories or through the execution of official duties or those who have a fever of 37.5℃.
  3. According to the relevant guidelines announced by the Central Epidemic Command Center, if you are not a close contact, you only need to conduct Self-health Monitoring. It is recommended that you do not go to work or class during the monitoring period. Teachers and students are requested to pay attention to their own health conditions and ensure their own personal hygiene and protection at all times.

Q6-4 Under which circumstances can the University provide rapid test kits? Does the University have a rapid test station?

  1. A teacher or student of the University who measures their forehead temperature above 37.5℃ can go to the outdoor rapid test stations on the main campus or the Nanda campus. Show your student ID/staff ID to get a rapid test and report the results.
  2. Pick up time:
  1. Working hours 8: 30~17: 00( Lunch Break 12: 00~13: 00) Go to the rapid test station of the Division of Health Service in person.
  2. Non-working hours (all other hours):

※ Students living in dormitories: Call the Division of Student Assistance and explain the situation (Tel.: 03-5711814), send a photo of your body temperature, and after verifying your identity, the staff on duty will send it to the door of the dorm room.

※ Students not living in dormitories: Due to limitations in remaining workers, students are asked to go to the Division of Student Assistance to collect the kits.

  1. If you do not fit the description in the first paragraph above, use the real-name system for rapid tests to purchase household rapid test kits.

VII. Overseas Students

Q7-1 If a foreign student under the age of 20 is diagnosed with COVID , has a doctor’s assessment as a serious case and must be treated urgently. Who should sign the consent form for surgery?

A7-1

For minor (underage) overseas students or overseas students who are unable to sign the medical consent form in person, University staff must sign the consent form as a related party for emergency medical treatment of such students; in which case, the unit responsible for processing corresponds to the following:

  1. Overseas Chinese degree students and Mainland Chinese degree students: Division of General Academic Affairs/head of Division of General Academic Affairs.
  2. Foreign degree students: The respective Department or Division of Global Students Recruitment and Service of the Office of the Global Affairs/head of the respective Department or handling officers of the Division of Global Students Recruitment and Service of the Office of the Global Affairs.

Q7-2 If an overseas student is a confirmed case or is a close contact, it is expensive for them to stay in a Quarantine Hotel. Can the University provide financial subsidies?

  1. If the overseas student who is a confirmed case or a close contact have been informed he/she must be isolated in a Quarantine Hotel but cannot afford the respective costs due to family financial difficulties, the individual can go to the “NTHU Scholarship System” (https://meo110.wwlc.nthu.edu.tw/) website, submit an application for the "COVID-19 relief grant" to the Division of Student Assistance, and attach the relevant information as follows:
